Stop rain but not wind.

Where I live it rains a bit everyday in this period :(
And it is also quite windy, so I was wondering: is there a fabric or something that can stop the rain, while being transparent to the wind?

It would be super to have few square meters of the stuff, and use it to cover a part of my garden... :)

I would settle for something that reduces a lot the rain and offers very little wind resistance, anyway.
In the coming days I will try to discover more about a possible material with the required properties.
